Controller issues new directives for authority to approve incoming passengers

The Controller of the PNG COVID-19 National Pandemic Response Mr David Manning has issued further directives for the approval of incoming passengers.

In a memo dated 25 January 2021 to Deputy Controller Dr Paison Dakulala and National Incident Manager Dr Daoni Eserom, Mr Manning further approved their continued delegation to approve persons to enter Papua New Guinea under Measure 2 of the National Pandemic Act 2020.

Mr Manning said both Dr Dakulala and Dr Daoni are provided limited powers to authorise persons to enter PNG as required under the National Pandemic Act, Measure 2. Their authority comes with a number of conditions including that:

  1. They do not have the authority to reject applications;
  2. They are to submit to the Controller with brief explanations applications which they deem to have not satisfied the criteria; and
  3. May approve home quarantine requests if recommendations have been made by the quarantine team lead.

Further, the Controller has directed that all approvals are to be centrally recorded within the National Control Centre Operations/Travel Cell.
